吕凤亮 ，男，字文家，号島上放夫，别署（島上東北人）。

祖籍黑龙江省佳木斯，吉林省图们市生人；有着24年军龄的退役老兵。

现为

中华文化促进会传统文化委员会副主任（特邀书法家）；

中国名家艺术联盟签约国礼书法家；

中国诗书画印研究院院士；

国家公安部文联书协会员；

秦皇岛市古玩收藏商会常务副会长兼书画专业委员会主任；

秦皇岛市退役军人文化艺术联合会常务副会长；

秦皇岛“战友书画院”院长。

 曾在部队服役期间，为十余位党和国家领导人贈送书法作品，受到赞誉和好评。
